No, but is it a good thing then? Why make a brick pattern in a smooth concrete road? It's purely cosmetic and it takes more effort (= more cost) to make it look like this. Concrete will undergo expansion and contraction, and break up, especially in places where you have long springs and snow, where water is freezing-thawing repeatedly in and around the concrete, which causes it to crack. Putting cracks into pavement intentionally gives it space to move and not break, and the sidewalk will last longer.
