No, but is it a good thing then? Why make a brick pattern in a smooth concrete road? It's purely cosmetic and it takes more effort (= more cost) to make it look like this. Yes, it will undoubtedly have its advantages, but mainly it's just for the looks
It's a sidewalk, it's meant to be walked on. It will look nice, but the grooves created will collect dirt, allow plants to start rooting and eventually start to crack because of said plants. It will last longer than a similar sidewalk made of real pavers, but will face the same fate of not looking so great. Some of the first areas that our city did this type think on are not looking so great less than 5 years later.
Lipstick on a pig. Concrete has it's place, but it's not a beautiful solution to the problems it solves. Adding some design improves things somewhat, but really doesn't fix the fact that you're using concrete.
Keep in mind, however, that most pavers today are simply precast concrete, so the big difference between this and hand installing pavers is the amount of work involved, which directly impacts cost. Typically cast pavers are dyed throughout though, so if you do dye the concrete surface here you'd have to touch it up where it wears through over time.

Concrete will undergo expansion and contraction, and break up, especially in places where you have long springs and snow, where water is freezing-thawing repeatedly in and around the concrete, which causes it to crack. Putting cracks into pavement intentionally gives it space to move and not break, and the sidewalk will last longer. So, while they have chosen an aesthetic method, the cracks are not mainly for the looks.
Of course, if it is in a temperate place where the climate does not vary much, then... Then it is just for the looks.
