I'm curious if it is. The girl in the GIF has on a thick layer of make-up. It's possible she does this a lot and dressed up for the contrast, or with that much make-up on, it could be a guy. I'm seen plenty of tutorials that if you're not trying to look like a drag queen, it isn't as hard to make a guy look like a girl with the right applications.

She is apparently a real person, by the name of Rina Takeda. What may sadden you is that this was apparently an ad for a bank card.
