I needed a little help with this, but here you go.
Incidentally, I couldn't find any villains with my name (well, one came close, but it's spelled differently and short for Evelyn), but I did find out there's a game called Ghost Trick: Phantom Detective where one of the main characters is a redhead with the less-common, shared spelling of my name. Weird.

Man, It has been so long since I saw Cool World. I saw it when I was a kid. My parents thought it would be just as good as Roger Rabbit. They were so, so wrong.Well, there's Holly Summers in No More Heroes, or depending on how you want to look at it, Holly Would in Cool World. You could say she's a femme fatale, but that could be considered a villain. Her whole reason d'etre was "it's all about what I want and screw how it hurts anyone else!".
