I kind of view Nicholson and Romero as doing a classic version and Ledger doing an Elseworld's one where Joker is a bit less sophisticated and a bit more thuggish. At this stage of development, that's probably just a production shot. Actors in their costume and makeup, but nothing else. Production shots always look like ass, because the color balance is all wrong and nothing has been touched up to give it that movie gloss.
