My initial guess was/is that they're cleats for climbing ice, as well as doubling as spurs that can be felt through the flying beastie's thick hide.Knowing that Rich has a reason for literally everything he does, I want to know the design decision behind the rider's boots.

Who says they are shoes?! It could be a shaggy halfling.Individual "toes" would significantly reduce the ability to prevent frostbite in cold climate, though. Unless they're cosmetic (i.e., not the wearer's actual toes).

Redcloak's feet confirm that the toe-things are boots. The rider's right foot in the last 4 panels tells us where the balls of his feet are--the toes are not purely cosmetic.
