I suppose what is better total # of medals vs # of gold, I can see it both ways.

Not necessarily, the COC did say that the Own The Podium program's goal was to win the most total medals, and that it has failed.
But personally, I think this is a more accurate definition of the term, and I read that the COC wants to shift their focus to more gold medals, and that might be the smart move too.

I disagree. I think total golds is a much better indicator.
second and third place are arbitrary positions. Why'd we stop at three? We could have kept going. But one person/ team indisputably wins the event.

Because even though you have won several events, its possible that we had several 1-2 finish's which i would rate higher than having one person finish first than your next country man be in last.
And how do you rate the events where countries are limited to a single entrant?
