I'd argue Veldt had just as much conviction, if not more. He was just committed to world peace at any cost... including murdering millions. He has to bear that guilt the rest of his life. All Rorschach had to do was die.

I'm pretty sure Adrian was an egomaniac and sociopath. I don't think the weight of the murder of millions would have been quite as awful to him as being killed. Granted, this is interpretation of a fictional character. But we can smell our own.
