As someone that makes animated porn for a living, the official rule is Rule 34.

Rule 35 is that the citation of Rule 34 is the exception to the rule.

There are conflicting rulesets. The original Rule 35 is that citing rule 34 is the exception, but the more widely circulated version says 35 is "if porn of it doesn't exist, somebody will make it."

That said, saying it's a job for 35 is like saying "We need some programs coded! Looks like a job for the programmer's manager!"
