I had to work on a panel like this before. It was at a water pumping system. Ended up just turning off the power and disconnecting everything. Found out that over half of the wires weren’t connected to anything on either end, stripped all of those out of the conduit. Basically the people before us would just add a new wire when something went bad and not remove the old equipment or wiring. I think we ended up pulling two bad transformers, three old fuse boxes that were just being used as conduit with no working parts inside, and a pile of wire that came up to my knees. We took it down to basics, made it safe for us (and everyone else) and so easy to quickly find the problem when there was a power issue.
