I've heard from... a friend... that you can get a breaker and balloon for those at head shops, or optimally, a seltzer water bottle.

The balloon, yes, but discharging a metallic-sealed pressurized gas canister into it requires a somewhat specialized device. Interestingly enough, the only person I know that probably still owns one of these is now an anesthesiologist.
