I really don't see how Thor couldn't dispel it through his attending Cleric. Oh. Just looked up Harm. It's kinda meh in 3rd, 10hp/level. I've only ever seen/used it in 2nd, where it reduces the target's hit points to 1d4 (Save negates) IIRC
They're almost certainly over 15th level. It's 150 damage. That's nothing to sneeze at.
Stuff like Haste aging was dropped because NO ONE enforced it and at upper levels it wasn't hard to undo the aging via items or wishes. Other magical effects got dropped because they wanted the Wizard Schools to be more important... and really, an Evocation Wizard can basically drop Fireballs to their hearts content without TPKing the party thanks to it's feat.
As for Harm... I'm pretty sure Durkon just fucked himself. Harm was probably his self healing gambit (Harm acts like Heal on undead) so now Belkar can just absolutely destroy him with spells effects. How? Because he probably just destroyed/cowed an entire room full of magically outfitted clerics of demigods and, as a Rogue, can just Use Magic Device ALL OF IT until he finds something that kills Durkon dead. Doesn't Holy Word/Dictum/Whatever basically do EVERYTHING he can't heal now? Or, fuck, he could really just use a Staff of Raising to do it.
