Police officers in Canada are allowed to stop vehicles that may not be following proper lamp rules:

While I'm quoting the motor vehicle act from BC, you should find most provinces have substantially similar statements and requirements on their regulations to the following:
Regarding headlamps: "a lower beam of light which, regardless of the load on the vehicle, will reveal an object at a distance of 30 m and the high intensity portion of the lower beam will not strike the eye of an oncoming driver."
So all you have to show this that the light is shining into the eyes of oncoming traffic. That should be sufficient for a ticket due to vehicle problems. Whether it'll hold up in court is an entirely different issue, and may be part of the reason they are not regularly ticketed.
