It might, but you might need to be walking for the odds of that happening to noticeably increase. I suspect there is a constant "incense" that players always have but ratcheted way down. Walking may up it and then adding the actual incense may up it even more. There may be something to that. You definitely need to move in this game. I can sit for an hour playing on the computer with my phone in the cradle, no pokemon appear.
