I looked it up to refresh my memory, and it's actually repeated twice, once for those that did it, and once for those that didn't... it's like someone was trying to drive a point home.

Reacting late, only reacting to specific words, keeping reiterating the same few phrases,...
He's many things, but most definitely not the brains of the organization.
