What sort of paper is this, anyway? Above the circled tidbit, there's a Yes, Minister reference, below is a mention of a celebrity news source. It's all fiction.
I'm assuming it's the write in editorial section.

Championships come and go, but being able to show you helped foster a Rhodes Scholar is how you convince the rich donors to send their kids to your school and to make donations. If I was looking at a school's bottom line, I'd choose fostering a Rhodes Scholar over a single football player any day of the week.
