I feel like we're missing the comment where it explains the ideal amount of fire we should be maintaining in this instance.

Well, given the code provided... the answer seems to be, if there's a fire, put it out, otherwise start one. Thus the ideal amount of fire is whatever we don't have at the moment. Which seems like the sort of decision upper management often reaches.
 
If no one is currently complaining about being on fire, then we won't consider it too much fire.

And if people are complaining about being on fire, please first assess whether the volume of complaints is below what we would consider an acceptable threshold.
 
pretty sure it is. The dots look too even, and they wouldn't be clustered around the radioactive device like some kind of miasma or fog. Radiation particles would be flying out and cover the whole field of view.
