I wonder about that as well. It's private property, presumably, but that doesn't mean you can leave traps out. There are very clear laws against man traps - traps to harm or kill criminals such as burglers - but if the only result is vehicle damage then I'd guess the laws don't have much to say. You can buy devices that go in parking lot exits that tear up tires if you try to enter via the exit (and avoid a fare) for instance.
