It's like cutting off the hand that feeds you, instead of just biting it. Only, it's not just feeding you, it's the hand feeding everyone.
Actually from the article itself, the farmer's problems are twofold:
1. He's losing experienced workers to farms that can afford to pay higher wages. This is one of the major reasons he can't find workers.
2. He complains about the H2-A visa process and administration delays, so it sounds like he was hiring legal, documented workers.
The deportation of illegal immigrants, would, in this case have no bearing at all on the farmer's current problems.

You're assuming that the farms hiring workers away from him weren't previously using undocumented workers. Just because they're willing to pay higher prices now, doesn't mean they weren't cheating the system before.
