Bargoon codes have existed forever, but are rarely if ever used these days. There's very little 'honor amongst thieves', so informing others isn't a big priority anymore. These days burglars also tend to be actually literate and smart and up to date with modern stuff, and keep their notes, you know, on their person, written down, instead of chalked on the sidewalk where kids can write stuff too, it can get rained away, be tampered with, etc etc.
Believe me (and no, I'm not a thief, I'm a security worker): it's more likely someone trying to prank someone else or a security company trying to raise alarm sales (because, yes, that's still a thing - scaring people into buying stuff) than an actual band of thieves. Those just put it in neat excel tables - "Penn Av 1598, lots to steal, few guards; Penn Av 1600, lots to steal, too many guards to bother; Penn Av 1602, nothing worth stealing" etc. It's easier to choose your targets that way.
However, every few years there's still some police force somewhere who puts out a call like this to be vigilant for signs like these.
