I saw a Reddit thread about that, sounds reasonable that it was a series of unfortunate circumstances. No signs that the road was closed, no barriers were put up, the mass of protesters were around a bend and you can't just stop a tanker on a dime. There was a video showing another angle posted in that thread:

A man was pepper sprayed to death in his cell. The amount they must have hosed into his cell to cause the dude to pass out and die is fucking unfathomable. Or the just beat him to death.
