This right here. The new rules that the city commissioners put in place this week only apply in cases where a riot hasn't been declared, and the requirements for declaring something a riot are so ridiculously lax that a small gathering of Halforumites meeting in the street and laughing raucously could technically meet the requirements, if we refused to leave the instant the cops told us to go. You must have a gathering of five or more people, they must be behaving raucously or aggressively, and they must refuse an order to disperse. That's it. Five people, being loud, not moving for the cops. Riot.
Jo Ann Hardesty, one of the council members for the city of Portland, has requested immediate clarification from the PPB as to who has the authority to call a gathering a riot, and what the criteria are, because twice in three nights now the cops have just declared the scene a riot and moved in on protesters. She has also called for all press members and their belongings to be released immediately, and for all charges against them to be dropped, and reminded the PD that clearly identified members of the press, whether part of the mainstream media or an independent contractor, are immune from police orders to disperse.
Edit: Found a better video - there's a short standoff at the door in question, between a group of camerafolks on the outside and the cops on the inside. One of the cops keeps using the door to aggressively strike one of the protesters on the other side, and shatters it on the dude. Door breaks at 2:59:54 in this video.

Y'all, I hate to say this, but I think parts of the West Coast might be under occupation from a hostile armed force, unifying themselves under the banner of a blue line against white and black stripes on with a field of stars in the upper left-hand corner. In Seattle, this man was denied access to his own home for refusing to show his papers and accept an armed "escort" to his door by SPD, because he lives in what used to be the CHOP. Yesterday, they were forcing business owners to close early. In Portland - well, you've seen it all above. And we haven't even had time to really look into California to any serious degree outside of the killing of that Hispanic security guard by the LACSO and subsequent protests in Oakland.

It's just that what @Gared describes smells so much of secession that I expected the State Police or even federal authorities to declare "NOPE!" and come in and shut them down by now for trying to set up their own private cartel/enclave.
It isn't, though.
Since it has been eroded to the point that it is no longer unilateral, it is no longer the guarantor of anything.
We can debate about what it should mean, but that will not change how things are.

State Police, National Guard, County Sheriff's Deputies, etc. have all been on scene during the protests at one time or another, and have been solidly backing up the PPB each time. In fact, last night, while the superintendent of the State Police was enjoying a slim, teeny tiny, itty bitty little bit of credit for immediately calling out four of his troopers for refusing to wear masks in a coffee shop on the first day of the mask order, his officers were on the streets of Portland eroding it all, by participating in last night's anti-riot activities. See, part of the issue is, there's a Federal Courthouse and ICE facility right next door to the Portland Justice Center, and they're all the best of buddies, with mutual aid agreements up the ass.
This afternoon we're crossing the streams of the Trump Regime thread, the Coronavirus thread, and this thread. Unicorn Riot is live streaming a standoff in Keystone, SD between members of the Lakota tribe and their supporters, and the US National Guard and SD State Police; with the Native Peoples demanding that Trump and Pence leave, that their treaties be honored, and various other extremely understandable demands.
It's a good thing she wants to see Yellowstone instead. If I were to recommend any one part of Seattle to visit right now, it would be the part that doesn't have any potential Covid19 carriers in it. So, Yellowstone.

Early this morning there was yet another vehicular assault on protesters. This time 27 year old Dawit Kelete of Seattle drove the wrong way down an I-5 off-ramp, made a u-turn, drove around vehicles being use to block traffic, and sped into a crowd of Black Women's Marchers, critically injuring two women, Summer Taylor and Diaz Love. Diaz Love was livestreaming the march - so there's both video and audio of it. Both women are in critical condition with multiple life-threatening injuries at Harborview Medical Center. Police say that this is the second time in two weeks that Mr. Kelete has used his car to assault protesters, but he "attempted to elude" them two weeks ago.
Additional info shows that the driver may have fired shots into or at the crowd. After plowing through the crowd once, the driver proceeded about a quarter mile down the road and stopped to reload his weapon, and was in the process of making a u-turn to go back through the protest zone when two cars driven by protesters/media covering the march caught up to him and chased him away. About ten minutes after that, twenty or thirty cop cars, SUVs, vans, and riot vehicles joined the pursuit. Sounds like he's currently being housed in Whatcom county jail, instead of King county, so I'm assuming they took custody in that county.

So, if people are interested in seeing what Seattle looks like on the ground - the Proud Boys are currently marching through the CHOP, pepperspraying people at will, and have previously thrown flash bang grenades at the residents of the area, who were then arrested by SPD (the residents, not the racist Proud Boys). I warn you though, that video is being broadcast by the Proud Boys' supporters, so it gets pretty racist from time to time. Also, the streamer has personally threatened to shoot others, and has made it aware that not only is he armed with a concealed weapon (and he's not a resident of the state), but that he has "unlimited ammo."

The successful vehicular assault this morning on the Seattle Black Women's march was actually the second attempt. The first person who attempted to run them down did so on the streets of Seattle near the freeway, but missed, then drove into an intersection and did a couple donuts to try to get back through the group, but was intentionally t-boned in the intersection by a blocker vehicle. That woman's name was Molly Clark. She's an officer with the SPD. She was off-duty and decided to kill some protesters for fun.
Portland was declared a riot tonight, yet again, and police tear gassed the crowd, including members of the press, yet again. And used the LRAD on them. And hit them with pepper spray. Robert Evans' voice is quickly becoming as much a part of my nightly ritual these days as Peter Jennings' was during 9/11. A journalist named Sergio was pushed hard enough by the PPB to require medical attention. He has been dragged away by medics.

Y'all, I'm starting to be too angry to react anymore, and too tired to keep my head up. Many people in the Portland protests have been reporting multiple menstrual periods per month, including trans men who've been on hormones for (sometimes) years. Tear gas is abortifacient. Yet more eugenics from your friend US Government, state, and municipal agents of "law enforcement."

We have US Marshals on the streets of Portland tonight, guarding some workers who are re-boarding up the Federal Courthouse and installing arrow-slits for the cops to shoot grenades and shit out of. They were on the streets of Portland last night too, and turned it into a fucking warzone. Actually, Robert Evans said it was the worst thing he's ever seen in the city, and one of the heaviest gas scenes he's ever seen, and he worked the Syrian Civil War. This is not a planned protest, this is a few individuals who gathered at Injustice Park to see what was going on and have found themselves facing off against heavily armed and armored Federal officers who came out with gas masks on. Usually it takes PPB hours to get their gas masks out, but the feds have no injunctions that they'll listen to about the use of tear gas on the streets of Portland, against unarmed civilians. Last night this same crowd assaulted journalists and told them flat our while arresting them that they didn't care "who the fuck" they were.
Then the dumbass PPB got caught arresting a journalist (Randall), charging him with throwing commercial fireworks at officers, and failed to stop his phone from recording for 4 hours while he was being carted around in the back of the cop car and then being processed. They then deleted the video (which didn't work because it was being auto-uploaded to YouTube), in direct violation of Supreme Court rulings against doing just exactly that. Sooner or later, this Civil War we're having is going to go very, very hot.
Edit: Oh, the only officers on the street in front of the Portland Justice Center and federal courthouse are US Marshals and DHS "troops." Protesters have been warned that these officers are authorized to use lethal force.
Second Edit: The contractors have finished their work, and have been escorted out of the area by a scraggly-ass column of DHS troops. The collective troops in the street have no retreated back into the buildings with their fancy new arrow-slits and "heavily reinforced" chip-board.

Yeah, I've cut way back on the amount of protest media that I'm consuming on a daily basis. I pretty much keep an eye on Portland, Seattle, Louisville, and wherever there's a flareup. Tonight there've been flareups all over Arizona, due to the shooting death of James Garcia in/near Maryvale, AZ. @jwhouk probably has waaaaaay more info on that than I could ever hope to find from three states away. Portland has largely calmed down and dispersed after the feds went back inside. And Seattle marched peacefully to the West precinct, held a memorial for Summer, and are now headed (I believe) back to the meeting point to disband. There will be no more freeway marches. Not because Summer's death has scared them off, but because State Patrol has promised to arrest anyone who sets a literal foot on I-5 in Seattle. And of course I'm still keeping an eye on our local town PDm who aren't sure that a crime actually occurred when a black man was chased through town by a violent racist mob, and the mayor who refuses to answer anything about the sign that was painted to read "No Ni**er Zone," or the bus shelter that was covered in 3rd Reich propaganda.
Huh. I guess I should have read that executive order Trump passed back in June - 13933. Did you know that every single statue in the country is now under federal protection (regardless of whether or not it's on federal property) and that the federal government has sole discretion as to whether those statues are in danger, and if they believe that a statue is in danger, the federal government gets to deploy its own officers to protect that statue? Yeah...
That must be why CBP troops are parading through the streets of Portland.
