Full mobile power armor is solely the domain of the Enclave (who HAD a fully fledged society on an oil platform until we blew it up) and the Brotherhood of Steel (who don't want to share knowledge of it or a billion other things). Anyone else that's using it ether found a manual somewhere or figured it out themselves, but even they aren't doing much sharing. New Vegas showed that the NCR was basically cutting it up and making riot armor with it.So in the 200 years since the war, survivors in Fallout sure haven't done much. Even established communities are crap. 200 years is a long ass time. Plus, we seem to have revived some tech but not others? Like we have fully mobile suits of power armor, but apparently brooms, paint, and agriculture are too difficult.
