As far as I understand it, it was less a rider of "oh by the way let's set aside $1B specifically to fund abortions while the republicans were not looking because OOOH, LOOK OVER THERE, CORONAVIRUS!!" and instead that they hadn't attached Hyde Amendment verbiage (which bans use of federal funds for abortions), so theoretically if there were extra money not used in the coronavirus amelioration efforts, the language in the bill wouldn't specifically bar funds from being used for non-COVID19 medical purposes (i.e. abortion). The proposed bill itself is here; interestingly the only part I see referencing $1B is to address unemployment issues (all other amounts are in the millions) but the language has likely changed as the bill has been discussed. Apparently, there was considerably greater debate over whether the mandatory paid sick leave would be a temporary or permanent change.Well, it's PROBABLY because democrats in the house added a billion dollars for abortion funding.
