Spammers use auto-dialers. Once they connect, they attempt to route the call to an available spammer agent. In the US, I think the law is you have to connect with a live agent within 2 seconds for it not to be a violation.I just got a call from an unknown number. Usually these are telemarketing calls, but I'll still pick up because I'm not in a position to ignore calls from unknown numbers.
I pick up. A robo voice says, "We're sorry, all of our agents are currently busy, please call back later." Then the call disconnects.
