Actually, so far I have been finding resources close enough to not need a rail system. That will change with this petroleum outpost, though. It's too far to rely on a conveyor, but still short enough to where a railway feels a little overkill. So anyways, he takes advantage of open borders to surround my city fortified with musketmen with his war chariots (?!?!?!?!), so I proceed to school him and take one of his cities. (I am playing on a pretty easy difficulty) I keep trying to make peace and even offer his city back and he won't take it. Fine, w/e. But then I look at his relationship stats...
