Yeah, our testing is shit, certain states are underreporting on purpose, some are underreporting because they don't know, and yet we're still winning! That's why we can open up again after all. :|Problem of course being that large parts of the world either aren't testing (most of Africa, parts of southern America) or aren't publicising honest numbers (Russia, China, India, Brazil). I mean, I'm absolutely sure US deaths are being massively underreported too, but it's very hard to base much of anything on the reported numbers. Likewise, Belgium is incredibly high on the list for reported deaths (more than Germany! More than Russia! Not per capita, in absolute numbers), but we're one of the few countries that's probably overreporting instead of underreporting, since we count everyone who dies with any potential symptoms, too. There have been officially confirmed reports of people dying of a heart attack being labeled as Covid-victim, because they were coughing so might had Covid too and it may have contributed to the fact they didn't survive. The "parahutist whose parachute didn't deploydies of Corona" meme is pretty much accurate here right now.
Anyway, point being - having a large percentage of confirmed deaths makes sense if you're also testing a lot and accurately reporting. That probably isn't the case, but it's impossible to tell from the numbers given.
